Canada’s allergen rule is written in Brussels
Canada defines a fragrance allergen by reference to Annex III of the European Union’s Regulation (EC) No 1223/2009 as amended from time to time, and requires one to be named in the ingredient list above 0.01% in a rinse-off product or 0.001% in a leave-on product.
A brand watching only Health Canada will miss the change, because the list this rule points at is amended in Brussels and the Canadian text does not need to be reissued for the Canadian obligation to move.

Held since August 5, 2026A rule, law or policy that limits what you may do or say. The earliest date we are willing to say this held. It may well have been true before that; we do not backdate a record past the evidence we have read. Supported, version 1.
This entry is wrong if
Section 21.4 is amended to define fragrance allergens by a standalone Canadian list, or the incorporation by reference to Annex III is removed, or the disclosure thresholds change.
Written before the record was published, not after. If you can show this, send it to hello@tryorbt.com and the correction goes on the record with the entry.

Department of Justice Canada (Justice Laws Website): Cosmetic Regulations, C.R.C., c. 869
European Restricted Substances List means Annex III, titled List of Substances Which Cosmetic Products Must Not Contain Except Subject To The Restrictions Laid Down, of Regulation (EC) No. 1223/2009 of the European Parliament and of the Council of 30 November 2009 on cosmetic products, published by the European Union on its website, as amended from time to time.
The operative words are the last five. This is an incorporation by reference to a living document held by another jurisdiction.
