Sun protection needs a Korean regulator’s sign-off

Korea’s Cosmetics Act defines a class of functional cosmetics that includes products aiding in protecting the skin from ultraviolet rays, and a responsible seller who manufactures or imports one must undergo an evaluation by the Minister of Food and Drug Safety or file a report on its safety and effectiveness, against a published review period of sixty days and a stated fee of 189,000 KRW.

A sun-protection product is an over-the-counter drug in the United States and a functional cosmetic in Korea, so the same bottle meets a labelling rule on one side of the corridor and an application queue on the other.

Exceptions and limits

  • MechanismSix more everyday functions sit in the same class

Sun protection is not a special case. MFDS lists the same evaluation duty for products aiding in whitening the skin, improving wrinkles, alleviating acne, alleviating dryness from atopic-prone skin, thinning stretch marks and alleviating hair loss, plus hair dyes, bleaches and depilatories.

Why the claim above is true. It does not limit it. Confidence 88 of 100.

Wrong if MFDS publishes a functional cosmetics list that omits wrinkle improvement or acne alleviation, or states that only ultraviolet protection carries the evaluation duty.

Products aiding in the whiteening of the skin. Products aiding in improving wrinkles in the skin. Products aiding in tanning skin gently or protecting skin from ultraviolet rays. Products aiding in alleviation acne breakouts. Products aiding in alleviation dryness caused by atopic-prone skin. Products aiding in thinning red lines caused by strecth marks

Held since August 5, 2026A rule, law or policy that limits what you may do or say. The earliest date we are willing to say this held. It may well have been true before that; we do not backdate a record past the evidence we have read. Supported, version 1.

This entry is wrong if

MFDS removes ultraviolet protection or wrinkle improvement from the functional cosmetics classes, or drops the pre-market evaluation and report requirement under Article 4 of the Cosmetics Act.

Quoted from the regulator’s own list of functional cosmetics classes. The confidence sits below the tier-A ceiling because this is MFDS’s English summary of the Cosmetics Act rather than the Act itself, and the same page misspells the statute it is summarising.
