Notification comes before the first sale, not after

Prior to placing a cosmetic product on the European Union market, the responsible person must notify the Commission electronically, and the required fields include the country of origin for an imported product, the presence of any nanomaterials, and a frame formulation allowing medical treatment in an emergency.

The country of origin is a mandatory field in the filing, so a brand that keeps its manufacturing location vague in its marketing has already declared it to a regulator.

    Constraint

Held since July 11, 2013A rule, law or policy that limits what you may do or say. The earliest date we are willing to say this held. It may well have been true before that; we do not backdate a record past the evidence we have read. Supported, version 1.

    This entry is wrong if

Article 13 is repealed or amended to make notification post-market, or the Commission drops country of origin from the required fields.

Written before the record was published, not after. If you can show this, send it to hello@tryorbt.com and the correction goes on the record with the entry.
