Notify before supply, on an ASEAN-wide template

Singapore’s Health Sciences Authority requires a cosmetic product notification to be submitted before the product is supplied in Singapore, and states that the regulation cosmetic dealers must comply with is in line with the ASEAN Cosmetic Directive.

The second half is the reason to care about a market of six million: the requirements are the regional template rather than a national one, so the work done for Singapore is most of the work for the rest of the bloc.

Constraint

Held since August 5, 2026A rule, law or policy that limits what you may do or say. The earliest date we are willing to say this held. It may well have been true before that; we do not backdate a record past the evidence we have read. Supported, version 1.

This entry is wrong if

HSA states that notification may follow supply, or that Singapore’s cosmetic regulation has diverged from the ASEAN Cosmetic Directive.

Written before the record was published, not after. If you can show this, send it to hello@tryorbt.com and the correction goes on the record with the entry.

Evidence

  1. Tier Aregulation

Health Sciences Authority (Singapore): Cosmetic products

Cosmetic product dealers in Singapore must comply with the cosmetic products regulation, which is in line with the ASEAN Cosmetic Directive.

HSA’s own summary of its regime, not the Health Products Act or the ASEAN Cosmetic Directive itself. The Directive is published by ASEAN behind a bot challenge we do not work around, so this claim rests on the national regulator’s characterisation of it and its confidence is capped accordingly.
